Scale difference matters here. Copilot has roughly 8x more licensed seats (780 vs. 93) — a smaller, newer rollout like Claude's naturally has a higher share of not-yet-ramped-up seats. A lower adoption rate on the smaller tool isn't necessarily a sign of weaker adoption; it may just reflect an earlier stage of rollout. Worth revisiting this comparison again once both tools have been deployed for a comparable length of time.
Cost figures are not directly comparable. Claude's $5,220 reflects Skill-attributed overage only — not the full Claude bill — a partial slice of total spend, not the full bill. Copilot's $23,400 reflects Flat per-seat license cost, all seats billed regardless of usage — closer to a true total, but a fundamentally different pricing model (flat per-seat vs. metered overage).
