Different sizes. Copilot has far more seats (780 vs. 95) — a smaller, newer rollout naturally shows a lower adoption rate early on. Don't read the adoption-rate gap alone as "Claude is behind."
Costs aren't apples-to-apples. Copilot is a flat $$30.00/seat, billed the same whether used or not. Claude is a $50,000/year contract for 100 seats, plus usage-based overage on top — so its total cost moves month to month depending on how much people use it.
The most useful number: cost per active user. This divides each tool's real monthly cost by the people actually using it — Claude at $154.04/active user, Copilot at $32.23/active user. A high number here usually means one of two things: adoption still has room to grow, or there are unused licenses worth reclaiming.
